The labour was done at 15 cents a day, giving the cost of the yard staff; this included the formation of the Road to the required section and then grading and levelling the surface. This is the most satisfactory measured work they have performed whilst under any charge.
The total value of work performed during the year amounts to £218.8.8. The tools supplied during the same period have cost £28.9.4, so that the actual effective worth has been equivalent to an expenditure of £303.15.3. During a considerable period, no less than 280 prisoners have been confined in the Gaol; the average daily number above 150, the average monthly number employed on the works about 60, so that it cannot be expected the service performed by so few men would show well against the disbursements in the Gaol for maintenance of the total number, and other contingencies such as lights, handcuffs, &c. But if a fair proportion of men were employed, they would execute work equal to the disbursements, for I understand the monthly average is about £75; the average of work being £25 or say 1/3 the proportion of men employed to them confined and unserviceable being as 60 to 275 or 3½ to 1.
In conclusion, I have to state that in all particulars relating to their work, I have been perfectly satisfied. They are extremely difficult to guard as there are so many facilities of escape, but latterly the Police have been more careful and better means have been adopted to prevent escape and compel the required degree of work to be performed.
