One Jailer and two Turnkeys (one called Assistant to the Jailer). The last reside in the prisons, the first with his wife and family also in Debtors' Prison. The Debtors' Prison is outside the walls, and was formerly a private residence. The prisons are guarded by a force of Police Constables, consisting of One Sergeant, Six Privates, Europeans, Two Privates, Indians, One Acting Sergeant, Chinese.

All the cells are above ground. There are 9 solitary cells (but capable of holding 2 persons). None are below ground.
The allowance varies. To Europeans: Beef, Bread, and Vegetables. Salt Beef and 1/2 oz. Salt to Europeans and Indians. Rice 1 Catty. Fish 2 Taels. Vegetables in lieu of Fish (when the latter is not given), 8° Cents. Clothing purchases as required. Medicines obtained by the Colonial Surgeon, and paid for by Government.
Clothing is allowed to those prisoners only who have none, and then at no stated period, but as required by the Jailer. The cost of clothing is about $12 a piece for Chinese, and of Europeans about $35. Bedding is supplied under similar circumstances. It consists generally of one cotton quilt, and two blankets costing $3.40 for Europeans, and a mat and Konkat for Chinese costing $...
Chinese Labourers work from daylight till dusk with intervals for meals. Europeans do not labor at present. Hours of exercise from 8 A.M. to 1 P.M. in the verandah. Europeans and Chinese not laboring outside the prison are not at present allowed outside in the open air as the jail walls are not completed.
Employed in working on the public roads, and as many as are required to clean the prison, cook the meals, and perform other necessary duties about the Prison.
