COLONIAL REPORTS-ANNUAL.

States Service, whose untimely death on the 28th October again rendered the Colonial Secretaryship vacant. Mr. Claud Severn, of the Federated Malay States Service, was subsequently appointed, but did not assume his duties during the year. Mr. C. Clementi was in charge of the Colonial Secretary's department from 22nd January to 21st February, and acted as Colonial Secretary from 22nd February to 6th June and again from 29th November to the end of the year under review. Mr. Brewin acted from 30th October to 28th November.
