Sewerage of Victoria - however much the system may be amended will
never be placed
on a satisfactory
footing until an increased supply of water be obtained for the dilution of the sewage.
In recommending these improvements I do not
propose
to initiate any particular scheme, for I think that with certain alterations our present drainage system may be eventually made to work well; my object is limited.
