Upsdell became principal at Central British School and Mr. T. R. Rowell was appointed Principal, Teachers Training College when it opened in September. Mr. M. G. O'Connor acted as Principal, Queen's College, in the place of Mr. F. J. de Rome who was seconded for war work.

Four officers who were on leave during the year took refresher courses and another investigated the possibilities of school broadcasting in Hong Kong.

To fill vacancies caused by retirement four male and three female officers were recruited from England.
