Government has accordingly approved the following increases for 1940:- Europeans 8, Cantonese 90, Cantonese Sub-Inspectors 14. It may be necessary to ask for a further increase of strength in 1941 especially as the increase granted for 1940 reduces the previously existing deficiency to 30 Asiatic police and does nothing to provide men for new beats in newly developed areas. A further large portion of recent increases in establishment has gone to strengthen the Special Branch.
