10. Since the 1928-1929 valuation the total Rateable Value has increased by $5,724,934 or 18.83%, taking the value at the 31st December 1938.
11. The number of refugees in the Colony continued to increase during the year and, after the first 4 months, a general increase in rents began to set in.
The Prevention of Eviction Ordinance, Ordinance No. 6 of 1938, was passed on the 3rd June 1938. The object of this Ordinance was to give a measure of protection to tenants in occupation at the date of the passing of the Ordinance against landlords who wished to extort excessive rent and to use their powers of terminating the tenancy for that purpose. While this Ordinance no doubt had a steadying effect, a general rise in the rents of dwellings was inevitable once the available vacant dwellings were taken up.
There was a strong demand for storage space which caused a considerable increase in godown rents,
