The building is seven storeyed, of steel framed construction erected on a piled and grillage foundation, and is faced with granite, brick and cement plaster. It is designed in the form of a hollow square, so that an internal courtyard is provided for the use of the Fire Brigade.
The half of the building facing Des Voeux Road, is served by two staircases and two passenger elevators and the Fire Brigade is accommodated on four floors as follows:- Ground floor-Engine house for eight motor fire appliances and ambulances, with access to the courtyard, watchroom, office for the Station Officer, workshop and stores. First floor--Office for the Superintendent and quarters for Chinese firemen. Second floor- Recreation room, quarters for subordinate Chinese Officers, drying room and stores for equipment. Third floor-Quarters for nine married Chinese firemen. The fourth floor accommodates Chinese Postmen; the fifth floor Chinese and Indian Police and the sixth floor Chinese Revenue Officers. All of the upper floors are self-contained, having dormitories, mess rooms, kitchens, bath-houses and latrines, while the firemen's quarters are also fitted with firemen's poles giving direct access to the engine house.
The other half of the building facing Connaught Road, and overlooking the harbour, is served by a main staircase and two passenger elevators and accommodation is provided for the following Government Departments:-
Ground floor. The Secretariat for Chinese Affairs, the Imports and Exports Department and Police. First floor.-The Secretariat for Chinese Affairs. Second floor. The Imports and Exports Department. Third floor. The Education Department.
Fourth floor. The Analyst's Laboratories and Marine Surveyors.
Fifth floor. Three self-contained flats for the European Officers of the Fire Brigade.
Sixth floor. Three self-contained flats for the European Revenue Officers of the Imports and Exports Department.

107. New Government Offices, Alterations.-As mentioned in paragraph 109 of last year's Report it was decided not to proceed with the proposed alterations. The Main Hall of the General Post Office and the first floor were, however, rewired for electrical services.
