2. The following is a statement of the expenditure in 1925 as compared with that of the previous year :-

Item (i). The increase is due to the increase of staff. The average rate of exchange for 1925 was 2/4 as compared with 2/4 for 1924.

Item (ii). The decrease is due to economies effected owing to the unusual local conditions.

That the actual aggregate decrease is only $219,536.94 is due to small increases on Drainage, Lighting and Waterworks, Hong Kong and Kowloon; on Miscellaneous Works, Kowloon; and on Buildings, Drainage and Lighting, New Territories.

The decreases are $71,307 and $12,670 on Hong Kong and Kowloon Buildings: $32,227, $13,664 and $19,381 on Hong Kong, Kowloon and New Territories Communications; $124,133 and $9,972 on Hong Kong and New Territories Miscellaneous Works.

Item (iii). The total approximate increase is $2,621,000 and the total approximate decrease is $2,094,800 making an actual aggregate increase of about $526,200 including votes not appearing in Estimates.

The expenditure on Kowloon and New Territories show increases of approximately $240,600 and $1,401,800 respectively. The expenditure on Hong Kong, however, shows a decrease of about $1,219,500.
