HARBOUR DEVELOPMENTS.

The following is the report of the work done by the Harbour Works Department for the year 1924 and will, in future years, form the report of the Port Development Department.

A new Department, entitled the Port Development Department, was created on the 14th August, 1924, with Mr. John Duncan, M.I.C.E., as the Port Engineer in charge. The P.W.D. staff attached to the Harbour Works Department was transferred to the new Department, and a full list of officers is appended below. The P.W.D. Accounts and Stores Office continued to carry out the accounting work of the newly established Department until the end of the year when it assumed entire control of its accounts and stores.

1. Harbour Developments. — This was referred to in paragraph 135 of last year's Report.

The work undertaken previous to August, 1924, involved principally the making of preliminary investigations in order to ascertain the practicability of developing certain portions of the harbour frontage, and interviewing various Government Officials, representatives of Shipping and Godown Companies and others, so as to obtain information for guidance in the preparation of a comprehensive scheme of harbour developments. For this purpose, various statistics relating to the shipping of this Port, and to the accommodation provided at other ports, were analysed.

On the 14th August, the Port Development Department was created and assumed the supervision of works, the accounts remaining under the control of the Public Works Department until the end of the year. During the latter part of the year, a report on the proposed Developments, illustrated by eleven drawings and two diagrams, was prepared by the new Department. In this report, it is proposed to extend the harbour limits to Lyemun on the East, and to include Laichikok on the West. Within these extended limits the following Schemes of Development are planned:

(a.) North Point. — It is recommended that a wharf and junk basin should be constructed. The scheme when ultimately completed will provide 1,693 feet of wharfage with a depth of water alongside of 30 feet and 1,500 feet of wharfage with a depth of water alongside of 34 feet at L.W.O.S.T. for steamers, as well as junk wharfage aggregating a length of 4,390 feet with depths of 12 and 15 feet of water alongside at L.W.O.S.T.
