REPORT ON THE POSTAL DEPARTMENT, HONGKONG, FOR THE YEAR 1923.

1.-STAFF.

Mr. S. B. C. Ross, Postmaster General, was forced on account of ill health to go on leave on June 27th and died in England on the 15th October. His death was a great loss to the Department, and to the whole Government Service. Mr. R. E. Lindsell was appointed to act for him and remained in charge up to the end of the year.

No appointment was made to the post of Assistant Postmaster General.

Mr. C. J. Poole, Superintendent of the Registration and Parcels Branch, was absent on long leave from March 21st to the end of the year, and during that period Mr. F. H. Holdman, the Supervisor, acted as Superintendent of the Parcel Branch in addition to his ordinary duties, and Mr. P. Roza as Superintendent of the Registration Branch.

During the year, changes amongst the Clerical Staff were one invalided, one absconded, and one transferred to the Harbour Department.

The new office of Inspector of Postmen was brought into existence from August 1st in place of the old Postal Inspectorship, and Mr. T. M. Perpetuo appointed thereto.

The following additions were made to the Staff of the Department during the year:-

2 clerks, 2 shroffs, 18 postmen, and 10 mail bag coolies. For the new Steam Launch, 2 Launch Officers and 8 members of the crew.

2.--MAILS.

The number of mail receptacles of Hongkong origin despatched during the year was 39,459 as compared with 41,725 in 1922—a decrease of 2,266.

Receptacles in transit which were handled numbered 133,498 as against 135,505 in 1922.

These decreases were due to the closing of the British Postal Agencies in China at the end of 1922.
