REPORT ON LAND SURVEY WORK
FOR THE YEAR ENDING 31ST MARCH, 1924.
1. Organization.-The Crown Land and Survey Office, which at present includes a staff of 16 European Surveyors, 3 Chinese Assistant Surveyors, 7 Chinese Apprentice Surveyors and a number of Chinese Student Surveyors, under the direction of an executive officer designated the Superintendent of Crown Lands, forms a branch of the Public Works Department.
The Superintendent of Crown Lands deals with all matters relating to Crown Lands, the whole of which are under the charge of the Director of Public Works. He submits reports on all applications for land, conducts all sales of areas to be let on long leases, issues permits for temporary occupation of land, rights to quarry etc., licences for temporary piers and slipways. He is also responsible for the preparation of lease plans for all lots granted on lease, permanent piers, etc., and the keeping of records.
There are two Principal Land Surveyors in charge of Survey Work, Hongkong, and Kowloon and New Territories respectively. They are responsible for all surveys (except Ordnance Survey) in their respective Districts. They also prepare recommendations re applications for land, exchanges, etc., and supervise the work of the Land Bailiffs.
Four Land Bailiffs (one post at present vacant) whose time is wholly occupied in preventing illegal squatting and encroachment upon Crown Land, which are very common offences among the Chinese population, are attached to the office.
Eleven Chinese Draughtsmen, under the supervision of a European Chief Draughtsman, five Chinese Clerks, under the supervision of a European Clerk (post at present vacant), and two Chinese Computers are employed in the office.
In addition to the above staff, there are 84 Survey Coolies receiving wages varying from $11.00 to $25.00 per month with allowances.
