BARBADOS.
GOVERNOR SIR G. T. CARTER to THE EARL OF ELGIN.
(Received February 10, 1908.)
*
Government House, Barbados, January 15, 1908.
I HAVE the honour to acknowledge the receipt of your circular despatch of the 28th of October, 1907, transmitting a copy of correspondence with the Com- mittee of the London School of Tropical Medicine respecting the provision of lantern slides for teaching the rudiments of hygiene in elementary schools.
2. This matter has been considered by the Education Board, who state that there are no funds at their disposal from which the purchase of lantern slides could be defrayed.
3. The Government are, however, fully alive to the importance of the subject, and are taking steps to procure a copy of Dr. Branch's Primer on Tropical Hygiene with a view to its introduction into the schools of the Colony in the event of its being found suitable for the teaching of the rudiments of hygiene.

Grenada, January 22, 1908.
RALPH WILLIAMS,
Governor.
Government House, January 6, 1908. WITH reference to the Secretary of State's circular of the 28th March last,† I have the honour to transmit copy of a minute from the Inspector of Schools show- ing the progress which has been made in the teaching of hygiene in the public elementary schools, also a list showing the number of lantern lectures given by him. 2. Mr. Condell does not confine himself solely to hygiene in these lectures, but uses the lantern as a means of imparting general instruction also. I cannot too highly commend the zeal which he has shown in the matter.
3. The diseases most prevalent in this island are syphilis and other venereal affections, parasites (ankylostomes, ascaris, and filaria), malarial fever, and yaws. I shall be glad to get as many slides relating to these diseases as would be necessary to illustrate lectures about them. As they are wanted principally for schools, the slides to be used in school lectures would have to be most carefully selected.
His Excellency
Sir Ralph Williams, K.C.M.G.,

HIS HONOUR,

Enclosure 1 in No. 79.
INSPECTOR OF SCHOOLS to ADMINISTRATOR.
I HAVE had an opportunity of seeing what has been done with regard to the teaching of hygiene in the schools while making my annual examination round. I think a good beginning has been made. In several schools the children answered elementary questions on the subject very well. I spoke strongly on the matter in all the different districts, and urged the children to try and put (or get put) into practice in their homes what they learned in the school. I dwelt principally on the questions of ventilation and the protection of barrels, cisterns, &c., containing

Enclosure 2 in No. 79.
LANTERN LECTURES GIVEN BY THE INSPECTOR OF SCHOOLS DURING 1007.
Subject: London.
Places at which the lectures were given:—
Gros Islet, one night (men and boys).
Dennery, two nights.
Mabouya, one night.
Micoud, two nights.
Vieux Fort, two nights.
Laborie, two nights.
Choiseul, two nights.
Soufrière, two nights.
At Gros Islet the lecture was only for men and boys; one for women and girls has still to be given. It was postponed. The lecture has also still to be given at Anse-la-Raye and Canaries when the new school-houses in those two places are ready.
As far as I can judge the lectures were most successful. The rooms were in general crowded; the listeners apparently much interested. In several places I questioned the children in the schools next day, and was much pleased to find that they seemed to have understood what they had seen and heard very well. I believe this appealing to the eye and ear at the same time the most useful mode of instruc- tion in a place like St. Lucia where English is, in general, but imperfectly under- stood.
