MR. LYTTELTON to ACTING HIGH COMMISSIONER TAYLOR.

Downing Street, March 2, 1904.

(No. 59.) SIR,

I HAVE the honour to acknowledge the receipt of your despatch, No. 37, of the 28th of January, on the subject of the Kwala Lumpur Institute for Medical Research, and to inform you that I concur in your view that instead of appointing a permanent assistant at present, it would be better to extend Mr. Milne's engage- ment for one year.

2. In view of Dr. Daniels's observations I am willing to approve the proposal that if at any future time one of the assistants is sent by the Government to study in any other tropical laboratories the time so spent should count as service, and that the cost of passages should be paid in such cases.

3. I concur in your view that all records of work done in the Institute should be the property of the Institute, and not of the Director, and also in the opinion that it is desirable that the important subject of beri-beri should be thoroughly investi- gated.

I have, &c.,

ALFRED LYTTELTON.
