Downing Street, January 15, 1906. I AM directed by the Earl of Elgin to transmit to you a copy of a circular despatch* which has been addressed to the Governments of all Colonies with regard to the collection of specimens of blood-sucking flies, &c., required by the British Museum (Natural History).
I am to state that the necessary action as regards the Colony of Labuan will be taken by the Governor of the Straits Settlements as Governor of Labuan. It is, however, of importance that the Museum should be furnished with specimens of insects of the nature described which may be found in the territory of the British North Borneo Company, and Lord Elgin would be gratified if your Directors would kindly render what assistance is in their power to supply collections.

I HAVE the honour to transmit to Your Lordship the accompanying copies of a circular despatch which my predecessor had addressed to all Colonies and Protectorates with regard to collections of specimens of blood-sucking flies, &c., required by the British Museum (Natural History), and to request that the enclo- sures, of which I enclose 30 copies, may be forwarded to the Resident Commissioners of the Bechuanaland Protectorate and Basutoland, and the Administrators of Southern and North-Western Rhodesia, in such proportion as you may consider desirable.

Government House, Georgetown, Demerara, March 26, 1906. I HAVE the honour to acknowledge the receipt of your Lordship's despatch, No. 11, of the 11th January last, transmitting a copy of a letter addressed to the Colonial Office by Sir P. Manson, in connection with a proposal for an organised investigation into the pathology of the West Indian Colonies.
2. The matter is one of considerable importance and every assistance would be afforded to any Commission that may visit Demerara in connection with it. But in view of the provision recently made on the annual estimates under the head of Medical, Item 26 (a), for the establishment of a Bacteriological Department in Georgetown, the Executive Council, before whom I brought the correspondence, expressed the opinion, in which opinion I concur, that no further expenditure can at present be incurred.
