Dr. Zammit is the representative of the Colonial Government on the Commission and he devotes his whole time to the enquiry. But I am to point out that if it is desired that the expense of providing a substitute for Dr. Zammit should be divided between the three Departments concerned in the enquiry, it would seem to follow that the expense incurred by the Admiralty and War Office in providing officers to fill the places of their representatives (who, equally with Dr. Zammit, devote their whole time to the enquiry) should also be shared by the three Departments.
I am to suggest whether, in the circumstances, it would not be better that any departmental expense which may arise in consequence of the members of the Com- mission being detached from their ordinary duties should be borne by the Department concerned.

War Office, London, S.W., June 6, 1905. I AM commanded by the Army Council to acquaint you, for the information of Mr. Secretary Lyttelton, that Lieutenant-Colonel A. M. Davies, Royal Army Medical Corps, has proceeded to Malta to assist in the investigation into Mediter- ranean Fever in the capacity of epidemiologist, vice Dr. R. W. Johnstone who, it has been decided at the Local Government Board, will not return to Malta this
year.
An imprest of £30 (thirty pounds) has been issued to Lieutenant-Colonel Davies for travelling expenses, &c., the amount of which, when accounted for, will be duly claimed from your Department (as in the previous case of Colonel Bruce dealt with by Colonial Office letter, No. 37362/04, of the 30th November, 1904).*

SIR,
The Palace, Valletta, June 16, 1905. WITH reference to correspondence on the subject of the Mediterranean Fever Commission, I have the honour to inform you that Major W. H. Horrocks, R.A.M.C., has submitted the accompanying claim, amounting to £7 18s. 8d. for the refund of the passages of his wife and child from Gibraltar to this Island; his own travelling expenses having been paid in the former Colony from Imperial funds.
2. In support of his claim Major Horrocks points out that no allowance was made to him for the travelling expenses he incurred last year when appointed to be a Member of the Commission, and that, although he has since been granted an allowance of 15s. a day, this he finds insufficient to cover the loss of his appointments in Gibraltar and the travelling expenses to which he is put.
3. I am of opinion that the claim is not an unreasonable one, and, I, therefore, submit it to your favourable consideration; but if there is any doubt in the matter, I would suggest that the question might be referred to the Secretary of the Royal Society, with whom, I am informed, Major Horrocks, previous to his appointment this year, had some understanding.
