No. 14. Estimated cost will telegraph as soon as possible on receipt of letter, No. 93. Moffat willing to accept charge if operations of the laboratory are placed under him. Strongly recommend this, and his appointment; he would carry out all instructions of the Royal Society and (it) is very important that full scheme and the investigation should be under one head. No interference would be exercised with Minchin, and Gray and Tulloch are both Protectorate officials.

Downing Street, June 6, 1905. I AM directed by Mr. Secretary Lyttelton to state, with reference to the letter from this Department of the 8th of May,§ that he would be glad if the Marquess of Lansdowne could obtain an early answer from the Egyptian Government upon the subject of the proposed contribution from Egyptian funds towards the cost of carrying out the extended programme of the investigation of sleeping-sickness in Uganda, which has been drawn up by the Royal Society.
2. During the last few days Mr. Lyttelton has received information from the Commissioner of Uganda, from which it appears that two of the European officials of the Protectorate have contracted trypanosome. disease, which there are strong reasons for believing is identical with sleeping-sickness. As Europeans in the Pro- tectorate have hitherto enjoyed immunity from the disease, this new development renders the situation still more grave, and emphasizes the necessity for bringing into operation the Royal Society's wider scheme of investigation as soon as possible.
