WITH reference to my cypher telegram of yesterday's date, on the subject of the treatment of certain colliers suspected of being in attendance upon the Russian fleet, I have the honour to transmit, for the information of your Government, copy of a letter from the Foreign Office, relative to the proceedings of the "Ras Dara," "William Storrs," and "St. Ninian."

SIR,

Downing Street, March 10, 1905. WITH reference to my Confidential Circular despatch of the 20th ultimo respecting the application of the Rules relative to the supply of coal, &c., to vessels which have been in attendance upon the Russian fleet, I have the honour to inform you that a report has been received from His Majesty's Consul at Tamatave that a German collier, the," Dacia," belonging to the Hamburg-American line, arrived at that port on the 26th January from Nossibé, where it had supplied coals to the Russian squadron; and that, in a telegram of the 8th February,t the Governor of Natal reported that this vessel, ostensibly bound for the River Plate, had asked at Durban for sufficient water to fill her water-tanks, and had been given 2,000 gallons only, to enable her to proceed as far as Cape Town.

I HAVE the honour to submit herewith a circular issued by the Eastern Extension Telegraph Company in February 1904.

It contains a notification from the Netherlands Indian Government, whereby the despatch of telegraphic messages concerning the movements of Russian and Japanese war-ships or troops is forbidden from certain ports in the Netherlands Indies.

This embargo interferes with the material and financial interests of the "Straits Times," and also those of various other newspapers in the Straits, China, India, Ceylon, England, and the United States, which are represented locally by the "Straits Times"

I have applied to Her Netherlands Majesty's Representative at Singapore in regard to the grievance, and have his assurance that the matter is outside of his jurisdiction.
