Forwards statements made by the Chinese crew of the steam-ship "St. Kilda," together with copy of a letter and a statement by the captain of the Russian cruiser "Dnieper" relative to the sink- ing of the "St. Kilda" by the "Dnieper."
Transmits, for any action that may be taken in the matter of the sinking of the "St. Kilda," copy of the ship's manifest as declared before a notary public.
States, with reference to No. 194, that the Commissioners of Customs have been requested to furnish information as to the future movements of the "Syfang," and that the question of proceedings against the "Poschan" may be left to the discretion of the Governor; ex- presses appreciation of the manner in which Sir M. Nathan has dealt with the various cases.
