I AM directed by Mr. Secretary Lyttelton to transmit to you, to be laid before the Army Council,

with reference to the letter from this Lords Commissioners of the Admiralty, Department of the 7th of July,* the accompanying certified account of expenditure in connexion with the Mediterranean Fever Inquiry, and to request that one-third Army funds to of the total amount, namely, £238 13s. 7d., may be paid from Navy the Crown Agents for the Colonies, to be placed to the credit of Malta funds, from which the total expenditure has been defrayed in the first instance.

The Palace, Valletta, December 17, 1904. I HAVE the honour to acknowledge the receipt of your confidential despatch of the 29th ultimo,* and to inform you that although the instruments therein referred to were ordered by Dr. Zammit in view of the investigation about to be entered on by the Mediterranean Fever Commission, as stated in the enclosure to your despatch; ! they are stated by the Chief Government Medical Officer to be required for the perma- nent equipment of the Public Health Laboratory in Malta.

2. Under these circumstances, the cost of the instruments should be charged to Malta funds, and I beg that the Crown Agents may be instructed accordingly.

I AM directed by Mr. Secretary Lyttelton to transmit to you, with reference to the letter from this Department of the 25th of November;t and previous corre- spondence, the accompanying copy of a letter, with enclosure, which has been addressed in similar terms to the Admiralty and War Office on the subject of certain expenditure in connexion with the Mediterranean Fever Inquiry.

2. I am to request that you will place to the credit of Malta funds the two sums of £233 189. 7d., which are to be paid over to you by the Admiralty and War Office respectively.

With reference to your memorandum of the 8th October, enclosing copy of a despatch from the Right Honourable the Secretary of State for the Colonies to His Excellency the Governor of South Australia, I have now the honour to forward a copy of a report on this subject by the Principal Medical Officer of this State.

Perhaps Your Excellency may think fit to transmit Dr. Lovegrove's comments to the Secretary of State for the Colonies.
