RESOLUTION ADOPTED AT SPECIAL GENERAL MEETING OF THE MONTREAL BOARD OF TRADE, HELD THURSDAY 20TH FEBRUARY

1902.

The Montreal Board of Trade, Montreal. WHEREAS there appears to be a likelihood that the Imperial Government may change its fiscal policy in the direction of imposing a duty upon certain imports.

WHEREAS in the resolution adopted by this Board on March 6, 1900, for representa- tion to the Congress of Chambers of Commerce of the Empire held in June of that year, it was stated that an advantageous commercial bond is one of the strongest links in national unity, and that the maintenance and strengthening of trade is the key- stone of a nation's successful development.

WHEREAS it is the opinion of this Board that it is imperative in the interests of the Empire that some practical steps should be taken towards consummating such an arrangement.

WHEREAS the British Colonies are admittedly rich in natural resources, possessing as they do vast areas of arable and mineral lands as yet undeveloped, and those Colonies are even now producing, in rapidly increasing quantities, grain, flour, butter, cheese, live stock, as well as the yield of the fisheries, forests, and mines, all of which are continually required by the British consumer.

TAZEKTORE RESOLVED: That this meeting is of opinion that Great Britain can serve best her own interests and those of her Colonies by adopting such change in her fiscal policy as will give the products of her Colonies a preference in her markets as against the products of foreign countries, it being believed that such preference would stimulate trade and develop Colonial enterprises, and moreover serve to make the Colonies attractive not only to the large number of British subjects emigrating anrually from the British Tales, but also to the surplus population of other countries, and at the same time boneft Great Britain by largely freeing her from dependence upon foreign countries for her food supplies.

THAT this resolution be communicated to His Excellency the Governor General for transmission to the Secretary of State for the Colonies, to Right Honourable Sir Wilfrid Laurier, Premier, Right Honourable. Lord Strathoons, High Commissioner for Canada, and to the leading Chambers of Commmerce in Great Britain and Ireland.

I HAVE the honour to refer a resolution, adopted by the Board of Trade of the City of Toronto on the 12th instant, to the effect that any tax to be placed by Great Britain upon the products similar to those produced in this country, should be so levied as to grant a preference to the products produced within the Empire, and to inform you that the Council of the Board of Trade of the City of Kingston, at a meeting held yesterday, endorsed the above resolution, and instructed me to inform you of their action, as it is understood that the resolution of the Toronto Board of Trade is in your hands.

RESOLUTION RELATIVE TO PREFERENTIAL TRADE WITHIN THE EMPIRE, PASSED THIS DATE BY THE BOARD OF TRADE OF HALIFAX.

WHEREAS it is reported that the Imperial Government, in order to provide for special expenditure caused by the South African war, may modify its established fiscal policy and tax certain classes of importations which are at present admitted free;

And whereas, in consequence of the preference granted by Canada to British goods. Germany has recently refused to Canada the most favoured nation privileges, and imposed increased duties on our products which practically shuts them out of German markets;

THEREFORE RESOLVED, that as foreign countries do not show any desire to reciprocate the great advantages they receive in having free access to British markets, we believe this would be an opportune time for our Government to approach the Imperial Government with the view of initiating a fiscal arrangement which would give some preference to Colonial imports as compared with those entering Britain from foreign countries, as such a policy would, in our opinion, help to develop the natural and industrial resources of all the Colonies, render Great Britain more independent of foreign food supplies, and have the effect of uniting the whole Empire more closely together in the bonds of mutual interest and goodwill.

FURTHER RESOLVED, that copies of this resolution be sent to the Premier of Canada, the Ministers of Finsure and Trade and Commerce, the Boards of Trade of Montreal and Toronto, and the Boards of this Province.
