I AM directed by the Marquess of Lansdowne to inform you that a note, copy of which is enclosed, has been received from the French Ambassador, stating that the French Government desire to know what laws or regulations are applicable in Australia, South Africa and Hong Kong, to immigrants of Asiatic race, both on arrival and during their sojourn in those countries.

They are also desirous of knowing whether Japanese subjects are classed with other Asiatics in this respect or whether no difference is made between them and white immigrants.

I am to enquire what answer the Secretary of State for the Colonies would wish returned to Monsieur Cambon's enquiry.

MONSIEUR LE Marquis,

Londres, le 24 Septembre, 1902. MON Gouvernement serait désireux d'avoir connaissance des lois ou règlements qui sont applicables dans l'Inde Anglaise, en Australie, dans l'Afrique du Sud, à Hong Kong et à Aden aux immigrants de race Asiatique soit au moment de leur arrivée soit pendant leur séjour dans ces Colonies. Il aurait particulièrement intérêt à savoir si les sujets Japonais sont à ce point de vue assimilés aux autres Asiatiques ou si au contraire aucune différence n'est faite entre eux et les étrangers de race blanche, et si une suite a été donnée par le Gouvernement de Sa Majesté aux stipulations de l'article XIX. du Traité du 16 Juillet, 1894, entre la Grande Bretagne et le Japon.
