MINUTES ON THE CORRESPONDENCE RE- SPECTING THE BUSINESS RELATIONS BETWEEN THE CROWN AGENTS AND THE COLONIES (MISCELLANEOUS No. 142). In considering the relative value of the opinions expressed by various Colonies in reply to the circular of 1st June 1901, it is necessary to take into account the magnitude of their financial dealings with the Crown Agents. I have endeavoured to make a rough measure by arranging the replies in the order of the revenues of their Governments.
Twenty-eight separate replies (counting those from the Windwards as oue) have been received. These are reduced to twenty-six by the elimination of the Transvaal and Orange River Colony, which have no experience to go upon, although a personal reply is sent by the Deputy-Administrator of the latter. Ten of these twenty-six are quite satisfied, but the pro- portional value of this testimony is much reduced by the fact that this number includes five of the seven Governments with revenues below £50,000 per
annum.
The following is a list in order of revenue of the Governments replying, showing those which complain of delay.
