AFRICAN COLONIES.

Gambia. The maximum numbers of strokes in the case of adults and juveniles are reduced to 24 and 12 respectively (16 of 1902).

Sierra Leone.-The maximum numbers in

in the case of a boy under 16 years a rod or cane must be used, 16 strokes being the maximum. Boys under 14 years may be whipped on a first conviction, the maximum being 15 strokes, which the parent may be per- mitted to inflict. The Governor has been instructed to pass an amending ordinance on 35184/02.

WEST INDIAN.

Jamaica.-All judges and magistrates have 18818/99. been asked to comply with the wishes of Mr. Chamberlain as to the maximum of 24 strokes

in the case of adults, and a law to this effect is 42104/02. being drafted in accordance with the second circular.

British Hondurus.-The Governor received 19933/02. instructions to introduce a law limiting the maximum numbers to 24 and 12 respectively,

and this is practically secured by 12 of 1902.

British Guiana.-The maximum number in the case of adults is reduced to 24 from 39

(22 of 1898), and an ordinance on the lines of 43933/02.

Trinidad. The maximum numbers in the case of adults is reduced to 24, in the case of

juveniles from 14-16 years of age to 16, which

as a matter of fact the present Governor says that 43824/02.

All magistrates' sentences are to be submitted to the Governor, who is empowered to remit them in whole or part (12 of 1902),
