Treasurers of Negri Sembilan and Pahang, to "District Treasurers, Seremban" and "Kuala Lipis."
(v.) The title of "Inspector of Posts and Telegraphs" has been changed to 'Director," and the office placed above that of Inspector of Schools, in accordance with the order of precedence laid down at the time of Federa- tion.
(VI.) The offices of "Auditor, Negri Sembilan," and "District Officer, Kuala Selangor," have respectively been placed under those of "Treasurer, Kuala Lumpor," and "District Officer, Pekan," as suggested in Your Excellency's unnumbered letter of the 28th September, written in Malacca. (v.) The new appointment of second Assistant Secretary to Resident-General has been entered at the head of Class VI. This office was approved by Your Excellency on correspondence 1995/02, but has not yet been finally sanctioned by the Secretary of State.
(vn) The four junior financial offices omitted from the original scheme have now been included under "Miscellaneous Appointments," in accordance with Your Excellency's sanction on correspondence 2538/1902.
(Ix.) The office of Assistant Government Printer, Perak, has been shown as pensionable with a salary of £240-£300, by two triennial increments of £30, in accordance with Your Excellency's despatch, 440, of the 19th November ultimo (H.C.O. 2343/02).
(x.) A few alterations to the titles of the Perak "Collectors" and "Assistant Collectors of Land Revenue" will be necessary, in view of correspondence 1179/02. The Resident, Perak, has not finally reported the changes and they will be entered on the draft before publication.
10. I am sending this letter to Your Excellency by Mr. Marks, who proceeds to Penang to-day, and shall be obliged if Your Excellency can forward your reply by the same means to enable the scheme to be republished before the 1st of January proximo.

MINUTE by the ACTING SECRETARY to RESIDENT-GENERAL, dated January 13, 1903. RESIDENT-GENERAL,
I ENCLOSE three copies of the scheme as finally revised and published, which, to the best of my knowledge and belief are correct.
2. The new paragraph 11 has been included, and the following additional amend- ments and alterations have been made:-
(1.) Alterations have been made to the titles of the offices of:
Collector of Land Revenue and Registrar of Titles, Kinta.
Collector of Land Revenue, Kuala Kangsar.
Collector of Land Revenue, Lower Perak.

(v.) The Police "good conduct" allowance has been shown as a pensionable
allowance, which it is.
(v1.) The office of Chief Draftsman, Selangor, has been included.
(vm.) A note has been added making good conduct pay no longer available for
leave or pension purposes.
3. The office of "Inspector of Markets and Abattoirs, Kuala Lumpor," has not been included in the scheme. The salary is £150-£210 by two of £30, and the office is non-pensionable,
His Excellency the High Commissioner approved the appointment on correspond- ence H.C.O. No. 1593/02, but it has not been referred to the Secretary of State.
I do not think this omission material, as the post may not be permanently required and is similar to that of Inspector of Coconut Trees, which has not been included.
New paragraph 11 provides for the addition or abolition of offices, and, if so desired this and other offices can be added to the scheme by notification in the Gazettes.
4. You wished to invite His Excellency the High Commissioner's notice to the fact that Chief Inspectors are eligible for the quinquennial £15 allowance under the scheme, although only first and second class Police Inspectors used to get it.
