3. For a fixed rate of Exchange for Half-pay leave, all three such rates being fixed on the same principle as in the case of the Government Servants domiciled in Europe.

4. That any relief granted may date from 1st January, 1901, the date on which the Secretary of State allowed the Double Exchange Compensa- tion to those domiciled in Europe as a further relief to that already granted in 1894-1895 (Vide Despatch of Secretary of State No. 243 of 2nd August, 1901).

I HAVE the honour to acknowledge the receipt of your despatch, No. 459, of the 21st October last, reporting that two officers on sterling agreements have, under Note No. 12 of the notes prefixed to the Hong Kong sterling scheme, elected to accept the higher rates of salary provided for their present posts on the scheme.

2. Under these circumstances, you propose to amend the note, by omitting the provision that officers on agreements may elect to come under the sterling scheme; and

you suggest that individual cases, if exceptional, should be considered on their merits.

3. In the despatcht to the Governor of the Straits Settlements, to which you refer as the origin of the note in question, it was the case of officers on dollar, rather
