2. I have provisionally approved this scheme and the inclusion of the salaries therein shown in the Estimates for 1903 now in course of preparation. I have discussed the scheme with Mr. Burn-Murdoch, the Chief Forest Officer, who has reduced the salaries originally suggested to the amounts now shown, which are, he states, the smallest provision possible to ensure efficiency in the new Department now in process of formation.

Government House, Hong-Kong, August 15, 1902. WITH reference to my despatch, No. 98, of the 20th of March last,§ it seems desirable to determine now who are the higher officers, if any, whose salaries have been fixed at a lower rate in consideration of the exceptional privilege of free quarters, who, according to paragraph 2 (A) of your despatch to Sir F. Swettenham, copy of which was enclosed in your despatch, No. 5, of the 3rd January last, will be allowed to reckon the value of their quarters for pension, and I have to submit to you that in this Colony it cannot be said that the salaries of any of the higher officers of the Prison, Hospitals, or Police have been fixed at a lower rate in consideration of the exceptional privilege of free quarters, and that it may therefore be laid down as a rule in Hong-Kong that no officers will be allowed to reckon the value of their quarters for pension.
2. Regarding the ela'ms of officers who enjoy free quarters and who were appointed prior to the date of your despatch under reference, I am of opinion that the Principal Civil Medical Officer and Dr. J. Bell, Assistant Surgeon, who enjoy free quarters, and Dr. J. C. Thomson, who enjoys a house allowance, receive such substantial increases under the sterling scheme sanctioned in your despatch, No. 171, of the 13th June, that if they accept sterling salaries they should lose the privilege of counting the value of their quarters for pension purposes. The same remarks apply to the Deputy Superintendent of Police, the two Assistant Superintendents of Police and the Assistant Superintendent of Victoria Gaol. The Captain Superintendent of Police has been promoted since the date of your despatch under reference, and should therefore lose the privilege in consideration of that promotion.
3 The only officer who, in my opinion, has a valid claim to retain the privilege after acceptance of the sterling scheme, is the Director of the Observatory, who enjoys free quarters, and whose sterling salary has been fixed at approximately the equivalent of his dollar salary at 3s.
4. In promulgating the sterling scheme I propose to treat the posts mentioned above in the manner indicated.
