(e.) An officer acting in a higher grade than his own to draw half his own pay and half the initial pay of the grade in which he is acting, as soon as half pay is available.
(4.) In no case will promotion from one grade to another be made merely on the grounds of seniority, and in promotion to the highest grade, length of service will be quite a secondary consideration.
