Transmita, with observations, copy of No. 12; requests his views as to the aloption of sterling salaries in Hong Kong, and asks for the outlines of a definíte scheme.
Transmits, with observations, report of Select Committee of the Legislative Council on the salaries of the Civil Service of the Colony, and other papers; fears that it will be some time before he will be able to submit his own recommendations for all branches of the service in the Colony and the Federated States.
Suggests that officers engaged for service in the Straits should be warned that if sterling salaries are adopted they must accept sterling rates without any special rates for leave or pension. Suggests, in reply to No. 15, that when the scheme of sterling salaries is formulated the pay of cadets should not be less that £200 a year.
Transmite petition urging immediate increase of malarles to date from 1st of January, 1901, pending the final settlement of the question; makes further proposals in view of the opposition to the payment of salaries in sterling now offered by the peti- tioners.

Transmita memorial from members of the Government service asking that some immediate increase to their salaries may be sanctioned from the beginning of the current year.
Transmits copy of the proceedings at a meeting of the Legislative Council on June 4 on the subject of the proposed Increase of salaries to Government officers; reports an informal dis- cussion with the unofficial members, who favour a general increase of dollar salaries, and recommend the putting salaries of all newly-engaged civil servants on the sterling basis.
Notifies transmission of despatch con- veying decision an to the proposed increase of salaries of Government officers, and enquires what sterling salaries should be paid to the posts specifled.
Acknowledges receipt of No: 21, relative to an immediate increase in the sal- aries of Government officers, and conveys the decision arrived at.
Explains, with reference to No. 24, that it has been considered desirable to draw a hard and fast line between existing officials and new comers; asks for full schedules of the servloss in the Colony and Federated Malay States, with the new sterling salaries attached,
