Enquires whether facilities might not be given for increasing the number of Indian voters, and whether he could recommend a suitable Indian for a nominated seat in the Council of Government or for appointment in the Civil Service, when opportunity arises.

Encloses extract from "Le Radical" illus- trating the views of certain sections of the local press on the South African situation; deprecates the lowering of the qualification for the franchise, looking to the total unfitness of the Indian population to exercise the franchise.

place the nominated members of the Executive Government on the same footing as the nominated members of the Council of Government in respect to the period of their appointment and the power of the Governor to auspend them, but thinks this amend- ment should be deferred till after the dissolution of the Council.
