Transmits Ordinance No. 12, of 1894, amending "The Women and Girls' Protec- tion Ordinance, 1888," by abolishing the system of registration of brothels and prostitutes.

Transmits Ordinance No. 6, of 1894, amending "The Women and Girls' Protec- tion Ordinance, 1890," and the amending Ordinance of 1891.

Expresses his view of the danger which will attend the bringing into force of the Ordinance enclosed in No. 1.

Adheres to decision to abolish the registration system, and replies to the points raised in No. 3.

Transmits report by Dr. Mugliston, explaining his system of private medical attendance on the inmates of brothels, and a report by the Protector of Chinese on the subject.
