Mr. Hare's Report.

Acknowledges receipt of No. 96, and re-

marks upon various points raised,

British Dollar as Legal Tender, Agrees that it is undesirable to take any farther steps unless a branch of the Hong Kong and Shanghai Banking Corporation is established at Wei-hai- Wei, and states that the drafting of the proposed Order in Council will not be proceeded with until the Bank has arrived at a decision.

Chinese Jurisdiction within the walled city of Wei-hai-Wei. Advises that no change should be made in existing arrangements so long as they work as smoothly as at present.

Jurisdiction of Magistrate in Civil Cases. Transmits copies of two Ordinances recently passed in the Seychelles and Falkland Islands for use in framing an Ordinance in Wei-hai-Wei.

130

131

131

132

Submits further remarks on the draft 132

Ordinance forwarded in No. 98, and suggests that it should be given a trial for two years on the ground that Regulations are more simple than Ordinances.

British Dollar as Legal Tender. The drafting of the proposed Order in Council has been suspended pending the decision of the Hong Kong and Shanghai Bank as to establishing a branch bank,

Considers it undesirable to take any further steps unless a branch bank is established at Wei-hai-Wel by the Hong Kong and Shanghai Banking Corporation, and states that the draft- ing of the proposed Order in Council will be postponed until the decision of the Bank has been received.

Draft Ordinance to provide for Pence and Good Order.

legislation should not be applied to Wei-hai-Wei by Ordinance instead of by Regulations.

for the re-organisation of the staff,

121

To Sir T. Jackson...
