Appeals to the Supreme Court of Hong Kong. States, in reply to No. 62, that the sug- gested amendment in the Order as to appeals to the Fall Court is not ne- cessary.
Interdepartmental Conference on Mat- ters of Administration., Concurs in the Report of the Committee subject to the provisos specified; enquires whether the services of any of the British officers and non-com- missioned officers, or native soldiers now serving in the Chinese Regiment will be needed to form the uncleus of the future police force of Wei- hal-Wei.
Concurs in the proposal to reduce the amount of the grant-in-aid for 1902-3 to £12,000. Transmits with remarks copies of enclosure in No. 73 and enquires whether the conclusions of the Conference are assented to.
Acknowledges receipt of No. 78; ex- presses willingness to give the pledge aaked for in No. 78, subject to the understanding contained in No. 79; proposes to consult Mr. Lockhart, the new Commissioner, as regards the nucleus of the new police force and enquires whether such of the arms and equipment of the Chinese regi- ment as may be suitable for the new police force could be placed at the disposal of the Civil Administration when no longer required.

Concurs in the proposed instructions to Mr. Lookhart and sees no objections to attempting to settle the question on the lines suggested by Major Cowan; transmits copy of a despatch from Sir E. Satow expressing the opinion that the time is not opportune for a representation to the Chinese Govern- ment, and proposes to approve the course suggested.
