may also draw the retired pay earned by so much of his Colonial service as procede d his retirement from the army.
Article 991 of the Pay Warrant must be amended accordingly.
(3.) If the officer be on the retired list when he accepts Colonial employment, his retired pay need not be suspended in whole or part by reason of such employment unless the Secretary of State deems fit, even though the retired pay may have been earned by mixed army and civil service.
(4.) No service under a Colonial Government subsequent to retirement from the army shall increase the charge for an officer's retired pay upon Imperial funds. (5.) These rules may be applied to officers now in Colonial employment.

SIR,
In reply to your letter of the 2nd instant, respecting the employment of officers drawing Imperial non-effective pay by Colonial Governments, the Lords Commissioners of Her Majesty's Treasury request you to inform Mr. Secretary Stanhope that, when they consented to withdraw their proposal for a definite reduction of the officers' emoluments, and to substitute for it only an undertaking by the Colonial Office to consult this Department on the subject of those emoluments, it seemed only reasonable that the lightening of the obligation should be accompanied by an extension of the field of its application.
Their Lordships have accordingly asked that the Treasury may be consulted whenover the officer is omployed in an Exchequer-aided Colony, whether that Colony submits its estimates to the Treasury or not. the Secretary of State, my Lords agree that a Colony which is only indirectly aided In deference, however, to the wishes of by the Exchequer need not be held to belong to the category of " Colonies."

I AM directed by Mr. Secretary Stanhope to acknowledge the receipt of your
Downing Street, December 24, 1886. letter of the 20th ultimo,* enclosing for his information a copy of a letter of 19th November, which the Lords Commissioners of the Treasury had caused to be addressed to the War Department on the, subject of the conditions of employment of military officers by Colonial Governments.
I am to state for their Lordships' information that he has also received from the Admiralty a copy of that letter and of their Lordships' letter to the Admiralty of 20th November, and is informed by the Admiralty that in view of the concessions contained in their Lordships' letter referred to, no further question appears to exist, and that the Lords Commissioners of the Admiralty will take steps to procuro the necessary Order in Council with regard to naval and marine officers.
I am to request thaf Mr. Stanhope may bo informed whether their Lordships will cause the requisite legislation to be prepared for giving in other respects legal effect to the arrangements.

In the year 1885 questions were raised by the Governinents of Canada and
Downing Street, February 1, 1887. Victoria, in relation to the Imperial pay and pension, and to the promotion in the Imperial service, of Imperial naval and military officers employed by Colonial Govern- ments. Her Majesty's Government have had the subject under their consideration, and I have now the honour to enclose copy of a communication from the Lords Commis- sioners of the Admiralty showing the arrangements which have been adopted in order to meet the views of the Colonial Governments. likewise be permitted to take service under Colonial Governments without suffering any I may add that civilian pensioners will deduction from their Imperial pensions.
The correspondence on the subject, which is not yet quite complete, will be presented to Parliament, but the enclosure to this despatch is forwarded to you in advance, as coutaining the decision arrived at.
