with the French Resident Commis- sioner with regard to his proposals for meeting the situation caused by the war by the regulation of the prices of certain articles, and the suspension, during the period of the war, of the provisions of the Anglo- French Convention in regard to the payment and repatriation of in- dentured labourers; and states his reasons for considering that neither of these proposals should be adopted.

States that, for the reasons given, he❘ 270

has deemed it necessary to suspend for a time all recruiting of native labourers.

Forwards correspondence with

Resident Commissioner of the Gil- bart and Ellice Islands Protectorate respecting the measures taken for the protection of Ocean Island; recommends that the Resident Com- missioner should be allowed to so- cept the offer of the Japanese labourers under indenture to the Pacific Phosphate Company to form a corps for the protection of the food supplies.

Transmits copy of correspondence with the Acting Resident Commissioner respecting the measures taken in the Solomon Islands Protectorate on the outbreak of war.
