The Estate Agents' Association, Colombo,

28th May, 1915. I HAVE the honour to inform you that, at a meeting of the Estate Agents' Association, held at Colombo this morning, the question of taking some vigorous steps towards the eradication of ankylostomiasis was under discussion.

2. It will be within your recollection that in the early part of 1914 the Ceylon Government was approached by a representative of the International Health Com- mission with a request that they should be allowed to take up this important subject, but, owing to the war and one reason and another, little or nothing has been done in the interval.

3. There is no doubt that this disease is spreading fast throughout the Colony, and is to be found not only on the tea and rubber estates but also throughout Colombo and the majority of Sinhalese villages and cocoanut estates.

4. On the tea and rubber estates the disease is now becoming fully recognized by those in charge, and spasmodic efforts are being made to treat a certain number of cases every month, and wherever the treatment has been sustained a marked benefit. to the labourers has resulted.

5. It is felt, however, that a more rigorous campaign to eradicate the disease from Ceylon is required, and the offer that was originally made has now been prac tically renewed, though on a slightly smaller scale, by Dr. Heiser, the Director in the East for the International Health Committee.

6. Dr. Heiser has, I understand, written to Your Excellency direct, owing to the fact that his Committee do not favour the spending of money in foreign countries or British possessions without the full concurrence of the Government of that country, and my Association feels very strongly that, as they have a staff of men trained to this particular work whose services will be invaluable for organizing such a campaign as is considered by us to be essential if any real success is to be attained, their offer should be accepted.

7. The proposal put forward is that they should send a fully qualified man to take charge of the work in conjunction with the Medical Department of Ceylon, and to assist him it will be necessary to retain the services of one senior medical man and six microscopists to work under him.

8. The work should at first be centred in one particular district, and it is cal- culated that the above staff would be sufficient to deal with an area of about 12,000 acres, and when that has been completed and those within that area instructed as to the best method of keeping the locality free of infection and treating such new arrivals as may come to the district, the whole staff will move on to a new area.

9. The Estate Agents' Association feel that this question is of such vital importance to the planting industry that they are prepared to undertake, in con- junction with the Medical Department, the selecting of the areas to be treated first, and they are also prepared to guarantee such a part of the cost as may be necessary This is estimated as follows:-

I am therefore instructed to approach Your Excellency with the view of secur- ing the necessary co-operation and support of the Ceylon Government, which alone will secure for us the services of the expert whom we wish to see employed, and I trust that Your Excellency will see your way to granting our request.

I AM directed by His Excellency the Governor to acknowledge the receipt of your letter of the 28th of May, with regard to the question of ankylostomiasis, and to transmit to you copies of correspondence with Dr. Heiser, the International Health Commission's Director for the East.

2. You will observe that His Excellency has assured Dr. Heiser of the sympathy of this Government, and has undertaken that the local staff and material required for the proposed test demonstrations shall be provided.

3. It was agreed at the interview which was accorded to you by His Excellency on the 29th of May that the control of these preliminary experiments should be left in the bands of the Estate Agents' Association, who will arrange details with the representative of the Commission.

4. His Excellency notes your offer to guarantee such part of the cost, estimated at Rs. 10,850, as may be necessary. In view of the fact that the eradication of this disease, though primarily of importance to the planting community as affecting the efficiency of their labour force, is also of great interest to the Colony as a whole, he is of opinion that it would be equitable that the cost of the proposed pioneer opera- tions should be borne equally by the Estate Agents' Association and by the Govern- ment. For departmental reasons it will be most convenient that payments should be made in the first instance from the funds of the Medical Department, and it is pro- posed, therefore, that this course should be adopted and that claims for payment should be presented to the Estate Agents' Association by the Medical Department at the end of each quarter. On your notifying your acceptance of these proposals the Principal Civil Medical Officer will be instructed accordingly and will be requested to arrange details with you.

I HAVE the honour to acknowledge receipt of your letter of the 31st ultimo, together with copies of correspondence with Dr. Heiser, the International Health Commission's Director for the East.

2. The members of this Association wish to express to His Excellency their appreciation of the sympathy and co-operation extended by the Government to the proposed effort to combat the above disease, and the agreement that the control of the preliminary experiments should be left in the hands of the Estate Agents' Asso- ciation is gratefully accepted

3. His Excellency has been good enough to say that, in view of the fact that the eradication of this disease is of great importance to the Colony as a whole, he is of opinion that it would be equitable that the cost of the proposed pioneer opera, tions should be borne equally by the Government and this Association, and now have the honour to accept this offer and to guarantee, on behalf of this Association, to meet the claims for repayment by the Medical Department at the end of each quarter.

4. I would also take this opportunity of placing on record our appreciation of the prompt and practical manner in which His Excellency has received and granted our request, and to assure him that everything possible shall be done to make a thorough success of the undertaking.
