SIR,
No. 21.
THE SECRETARY OF STATE to THE GOVERNORS AND GOVERNOR-
(Gambia. No. 192.)
GENERAL.
[Answered, Nigeria, by 8761.]
(Sierra Leone. No. 385.)
(Gold Coast. No. 655.) (Nigeria No. 1414.)
Downing Street, 5th October, 1915. WITH reference to [Mr. Cameron's despatch No. 179, of the 4th of August, 1914,*] [Sir Edward Merewether's despatch No. 165, of the 10th of April last,*] (Sir Hugh Clifford's despatch No. 690, of the 8th of September, 1914,*] [your despatch No. 945, of the 12th of October, 1914,*] on the subject of the recommenda- tions of the Interdepartmental Committee on Sleeping Sickness, I have the honour to enclose, for your information, printed copies of the replies received from the Governors of the West African dependencies to the despatches in which my pre- decessor forwarded copies of the Committee's report and invited their observations. Copies of the despatch‡ referred to above are also enclosed for convenience of
reference.
2. I caused these replies to be referred to the Tropical Diseases Bureau and the Imperial Bureau of Entomology in the letters of which copies are enclosed. I understand that Copies of Dr. Bagshawe's reply are also forwarded herewith. the Director of the Imperial Bureau of Entomology does not wish to make any
observations.
3. In the present financial situation expenditure on the lines suggested by the Committee and by Dr. Bagshawe cannot be undertaken by the West African Adminis- trations. No doubt the period which must elapse before the question can be reconsidered will enable a more decided opinion to be pronounced as to the probable importance of the work and the value of any results likely to be attained in com- parison with research into, and prophylactic measures against, other diseases prevalent in tropical Africa.
[4. (To Nigeria only); I should be glad if, in due course, I could be furnished with Dr. Hood's comments on paragraph 5 of Dr. Bagshawe's letter.]
I have, &c.,
A. BONAR LAW.
