7. Referring now to the question of clearing operations, dealt with in Mr. Harcourt's despatch of 18th December, 1914,* I regret that, with the many calls at the present time on my officers, I have not been able to organize this branch of work, nor can I, until an experiment is made, for which tunds are not now available, furnish a reliable estimate of the extent of work to be undertaken or the cost of it. The figures I have received from different sources vary so much that I hesitate to make use of them until they are tested by actual experiment. I may add, however, that a good deal of clearing work is proceeding in the sleeping sickness area in the Dowa District, both around villages and along the Domira Bay-Dowa road, but, as this is being effected principally by the interested villagers themselves, the work hardly forms a criterion on which to base an estimate for an extensive clearing in other parts, which would have to be paid for at ordinary labour rates.

His Majesty's Treasury were unable to sanction the inclusion in this year's Estimates of the sum proposed in the annexe which accompanied my despatch No. 210, of the 3rd October, 1914.† and, in view of the existing necessity for economy direction and the pressure on my staff connected with the hostilities proceed- ing, I am constrained to submit that further operations in the direction of clearing roads in fly areas be postponed.

9. There remains to be noticed the proposal of Mr. Garden, which was referred to in the Report of the Interdepartmental Committee, and in paragraph 6 of my despatch No. 204, of the 5th September, 1914. Owing to pressure of work Mr. Garden has not had much time to devote to his scheme. His more elaborate proposals. when submitted, did not, however, appear to me to offer practical results commen- surate with the outlay involved. The restrictions on expenditure and the calls on It has, his time have compelled me to hesitate in proceeding with the matter. however, assumed a new aspect in a somewhat severe outbreak of trypanosomiasis among trek oxen in the Shire highlands, which is now under close examination by him and the Government Entomologist, and it seems probable that their inquiries may determine the points which arise in Mr. Garden's suggestions.
10. With regard to Mr. Harcourt's despatch No. 13, of the 27th January,§ I have to inform you that copies of the Proclamation enclosed in this despatch have been forwarded to the Administrator of Northern Rhodesia, and that I have arranged for a general interchange of intelligence regarding measures taken by our respective Governments in the matter of trypanosomiasis and sleeping sickness.

2. The holder of a permit granted by a Resident under condition 1 shall-
(a) Keep a record of the following particulars touching all animals killed by
him :-
Common name of animal (local or general).
Scientific name (if known).
Sex.
Apparent age young, adult, or old.
Locality where killed.
Month of killing.
Method of killing.
Other information of interest.
and shall forward a copy of the same to the Resident at the close of each calendar month;
(b) As far as possible and within his capacity take blood smears of all animals killed by him and forward the same marked with reference to his record as in (a) to the Resident
3. In the case of any elephant being killed by the holder of a permit who is not the holder of a game licence, or in the case of a holder of a permit who is the holder of a game licence killing an elephant in excess of the number permitted to him by such licence, any ivory derived from such elephant shall be handed to the Resident, who shall allow to the person handing in the same one-half the value thereof, either in kind or of the sums realized from the sale of such ivory: provided always that all ivory obtained from elephants killed by natives shall become the property of the Government.
4. No holder of a permit and no native shall kill any animal in the aforesaid area by means of poison or pits.
5. No holder of a permit who is not a holder of a licence and no native shall kill any bird mentioned in any of the schedules to the Game Ordinance, 1911, and no holder of a game licence shall shoot any bird outside the number permitted to him by such licence. game

NYASALAND Protectorate-The Game Ordinance, 1911-PROCLAMATION No. 7 OF
1915.
By His Excellency Sir George Smith, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in- Chief of the Nyasaland Protectorate. GEORGE SMITH.
By virtue of the powers vested in the Governor in Council under Section 38 of the above-mentioned Ordinance I hereby declare that the operation of the Game Ordinance shall be suspended from the 1st day of July, 1915, and until further orders in the following area in the Marimba District, that is to say-starting from a point where the Mzimba-Ngara road crosses the Rhodesian frontier, on the east by the said road to the Bua river near Ngara Boma, on the south by the Bua, Rusu, and Livelezi rivers to the watershed near Fort Jameson, on the west by the Rhodesian frontier to the point first mentioned.
Such suspension shall nevertheless be subject to the following conditions:- 1. Any non-native, not being the holder of a game licence and desirous of shooting game within the aforesaid area, or being the holder of a game licence and desirous of shooting game in addition to the numbers permitted to him under his licence, shall first obtain from the Resident of the District or his duly authorized representative a permit authorizing him to shoot game as aforesaid. Such permit shall be granted without charge.

NOTICE THE GAME ORDINANCE, 1911.
WITH reference to Proclamation No. 7 of 1915, promulgated in the official Gazette of the 31st of May, 1915, whereby the operation of the Game Ordinance is suspended from the 1st of July, 1915, in a certain area in the Marimba District, it is hereby notified for general information that glass slides and copies of a pamphlet of instructions for taking blood smears of animals can be obtained by holders of permits on application to the District Resident, Kota-Kota, or the Assistant Resi- dent, Ngara, to whom completed slides should be forwarded in accordance with the provisions of paragraph 2 of the Proclamation above referred to.
