No. 6.

UGANDA.

THE GOVERNOR to THE SECRETARY OF STATE.

(Received 8th March, 1915.)

[Copy to Tropical Diseases Bureau and Imperial Bureau of Entomology,

(No. 15.) SIR,

31st March, 1915.]

Answered by No. 13.]

Government House, Uganda, 13th January, 1915. I HAVE the honour to acknowledge the receipt of your despatches, No. 237 of the 4th June, and No. 327 of the 28th July, 1914, transmitting copies of the Report and Minutes of Evidence of the Interdepartmental Committee on Sleeping Sick- ness, appointed to inquire into certain questions connected with trypanosomiasis, and to inform you that the suggestions for future work, contained in Appendix 1) of the Minutes of Evidence, are receiving careful consideration by the Principal Medical Officer of this Protectorate.

2. In connexion with your despatch No. 237, of the 4th June, 1914,* Dr. Hodges has reported:

3.

-

(a) With reference to paragraph 3, inquiries on the lines indicated have been made by Dr. H. L. Duke in the Masindi-Buruli district with results which point to a negative conclusion.

(b) With reference to paragraph 4, investigations on the subject were being undertaken by Dr. Duke, but these have been interfered with by the rearrangement of the duties of the medical staff necessitated by the war. The investigations will, however, be resumed when conditions are again normal.

(c) With reference to paragraph 6, an experiment in clearing, which included nine miles of the Masindi road, has proved ineffective for the reduction of morsitans infestation on that road. The experiment was specially inquired into by Mr. W. F. Fiske.

(d) With reference to paragraph 8, arrangements were made in February last for Dr. R. E. McConnell to undertake a prolonged tour of investigation of Glossina morsitans and pullidipes, which was unfortu- nately interrupted, but he has been posted to Mbarara and is taking every opportunity of continuing his investigations while on tour.

With reference to the question of the destruction of game, referred to in paragraphs 5 and 7 of your despatch No. 237, of the 4th June, 1914,* this aspect of the situation was dealt with in paragraphs 6 and 7 of my despatch No. 491, of the 14th November, 1913, but no definite arrangements have yet been made for exten- sive drives. Wild game is not very abundant in the vicinity of centres of popula tion, and, with more and more land being taken up by Europeans, the tendency will be for the game areas to be restricted in proportion; but, until the fly-belts in this Protectorate have been more accurately defined and a more extended investigation of the bionomics of the tsetse undertaken, I do not consider that any good purpose would be served by having defined areas cleared of wild game.

Perhaps when sufficient data has been obtained the experiment might be tried.

4. I shall be glad if I may be furnished with six copies of Appendix D§ of the Interdepartmental Committee's Report, referred to in your despatch No. 327, of the 28th July, 1914,† for the use of the Principal Medical Officer.
