Further, it has been represented to me that it is already fairly well known that Stegomyia exists in the ports named by the Director of the Bureau, and that the importance of the investigation proposed is therefore open to question.
3. If, however, you are of opinion that it is essential that Dr. Stanton's services should be placed at the disposal of the Bureau before the completion of the War I am prepared to permit him to undertake the work. The Principal Medical Officer points out that during the War it is by no means impossible that special work, for which Dr. Stanton is eminently fitted, might be found urgently necessary; in that event Dr. Stanton should be immediately available.
4. The second point refers to the question of expense.
I submit an estimate prepared by the Principal Medical Officer, Federated Malay States, to cover a period of six months, amounting, in round figures, to some £850, allocated as follows:-

The last item is naturally only approximate. The exact sum needed for equipment" is merely a preliminary estimate; later additions, the need for which could only be discovered in the course of the actual investigations, might be found advisable.
5. The third point concerns the suggestion that the local Governments should bear a share in the cost of the investigation.
On this point it appears to me that, as Dr. Stanton's salary during the period of his investigations will be paid from the Federated Malay States funds, it would he inequitable to draw further on the Federated Malay States Government during the time Dr. Stanton is absent from his ordinary duties.
I am, however, willing to suggest that the Straits Settlements Government should contribute a sum of £100 provided that the rest of the expenses incurred by the investigation are met by contributions from the other Governments who will benefit by the result of his labours.

Government House, Singapore, 25th May, 1915. I HAVE the honour to acknowledge the receipt of your Malay States (Miscellaneous) despatch, dated the 1st March, 1915, on the subject of the Stegomyia survey in the Far East, and to reply to the several points raised therein.
2. The first point concerns the proposal to place the services of Dr, A. T. Stanton at the disposal of the Bureau to examine certain specified ports.
In this connexion I would point out that, of the staff at the Institute of Medical Research, Dr. W. Fletcher has been permitted to place his services at the disposal of the War Office.
