ANNEXURE B TO NO. 2.

TREASURY to OVERSEA PRIZE DISPOSAL COMMITTEE.

Treasury Chambers, 18th January, 1915.

I AM directed by the Lords Commissioners of His Majesty's Treasury to acknowledge receipt of Mr. Wiseman's letter of the 12th instant, forwarding the Second Report of the Oversea Prize Disposal Committee, and to state that, subject to the observations below, my lords approve generally the recommendations as sum- marized in the last six paragraphs of your report.

A copy of a letter, dated the 15th instant, which my lords have caused to be addressed to the Admiralty on the subject of the accounting arrangements for the moneys advanced in respect of management expenses is enclosed herewith.

With regard to insurance, for the reasons given in your report, my lords approve the proposal that policies of protection and indemnity in respect of the ships employed be taken out, but not war risks policies. In regard to marine policies, however, to which the arguments in favour of insurance for protection and indemnity risks apply in a much less degree, my lords think that such risks should be carried by the State and therefore that the ships should not be insured.

Treasury Chambers, 15th January, 1915. I AM directed by the Lords Commissioners of His Majesty's Treasury to transmit, for the information of the Lords Commissioners of the Admiralty copy of the Second Interim Report of the Oversea Prize Disposal Committee relative to the employment of the detained enemy vessels held up in ports in the United Kingdom. My lords concur generally in the recommendations of the Committee, and they will be glad if the necessary accounting arrangements can be undertaken by the Admiralty. No part of the receipts or expenditure will be included in the Navy Appropriation Account, the service being of the character contemplated by para- graph 12 (b) of the Treasury minute of 20th August, 1914, relating to the Vote of Credit. A Suspense Account, " chartering of detained ships (coal)," should accord- ingly be opened in the Admiralty books and accounts of the transactions should be furnished to the Comptroller and Auditor-General, an abstract account for the Advances period to 31st March next being submitted in due course to this Board. should be made in the first instance out of Navy balances generally. In the event of expenditure exceeding receipts during the current financial year, my lords will be prepared to make good the deficit by issue from the Vote of Credit. If, on the other hand, there is, during the same period, a surplus of receipts over expenditure, the balance in the hands of the Admiralty will be carried over to the account of the next financial year.

The Lords Commissioners of the Admiralty will observe that authority for expenditure will be given by the Committee, but before allowance of claims the Accounting Officer will require to be satisfied as to the detailed accuracy of the accounts. My lords trust that the balances in the hands of private individuals may be kept as low as is compatible with the requirements of the service, and that steps will be taken to secure that receipts are lodged to credit of the account at the earliest possible date.
