In conclusion it may be remarked that recent observations have led the writer to the opinion that it would be better in peace time to maintain the Volunteer Force rather under strength than over strength, in order that entrance may be more select and consequently more difficult, thus leading to a more enthusiastic spirit and greater zeal for proficiency amongst those who are privileged to enter the corps.
