they will succeed; should they fail, or should they be unable to suggest any really first-class man to succeed Mr. Oldfield in a few months' time I shall have to consider whether it will still be desirable for me to nominate in Mr. Oldfield's place a fourth European, or whether Mr. Oldfield's seat should be filled by an outstanding man from some other community.

10. Full reports have not yet been received from the returning officers, but the figures which have been published in the newspapers indicate that, in the 37 electoral districts where there was a contest, out of a total number of 1,222,064 registered voters 707,010 actually recorded their vote. These figures, showing a percentage of 58 of registered voters as having actually gone to the polls, must, I think, be con- sidered as decidedly satisfactory, and the proportion of women voters who recorded their votes is, in so far as I have been able to ascertain, unexpectedly high. The elections passed off without any untoward incident. The proceedings were for the most part very orderly, and the procedure laid down was administered with striking success. I should like to take this opportunity of recording my appreciation of the services of Mr. T. Reid, C.M.G., who was in charge of the elections and who was responsible for making the necessary arrangements. The preparations for the elections involved an enormous amount of work, and the difficulties of dealing with a very large illiterate electorate were very great. It would not have been surprising had there been breakdowns in the machinery. The fact that there were none and that the proceed- ings passed off without a hitch reflects the greatest credit on Mr. Reid and upon the returning officers and their assistants.

11. I shall be glad if His Majesty's approval to the nominations of the members whose names are given in the first paragraph of this despatch can be communicated to me as soon as possible.

Queen's House, Colombo, 15th July, 1931. In continuation of my despatch Confidential (2) dated the 1st July, 1931,† I have the honour to inform you that the first meeting of the State Council took place on the 7th July at 10 a.m., all members of the Council being present with the exception of Mr. G. C. S. Corea, Elected Member for Chilaw, who was absent owing to illness. The Clerk of the Council having read the proclamation summoning the meeting, the Council proceeded to the election of a Speaker in accordance with the provision of Sections 4 and 5 in the Standing Orders of the Council. Two members of the Council were proposed and seconded for election as Speaker, Mr. A. F. Molamure, elected member for Dedigama, and Sir Stewart Schneider, K.C., one of the Burgher Nomi- nated Members. A ballot having been taken Mr. Molamure was declared elected as Speaker by a majority of 35 votes to 18.

2. The sitting was thereupon suspended; shortly afterwards, Mr. Molamure accompanied by his proposer, Mr. W. A. de Silva, Elected Member for Moratuwa, and his seconder, Mr. W. T. B.Karaliadde, Elected Member of Matale, presented himself to me in accordance with the provisions of Standing Order No. 6, and I congratulated him on his appointment. Mr. Molamure who is a Kandyan was a prominent Member of the Legislative Council during the past seven years and served as a Member of the Executive Council for about a year. He was also a member of the Committee of the
