Functions of the Legal Officer of State.

1. The drafting of legislation and advice to the Governor, the Board of Ministers, the State Council and its Committees on all questions relating to legislation or law.

2. The administration of justice, including: all questions relating to the estab- lishment, jurisdiction, and supplementary machinery of all Courts in the Island; judicial appointments and requirements of staff; equipment, accommodation and the preparation of financial estimates; inspection of subordinate Courts; the legal profes- sion; Justices of the Peace, Notaries Public, and Commissioners for Oaths.

3. Advice to the Governor upon the exercise of the royal prerogative of mercy and in appeals from Village Tribunals.

4. General supervision of the department of the Law Officers of the Crown and the preparation of the financial estimates of that department.

5. The conduct of elections.

(S) Two new appointments.

New appointment on salary of £2,400.

(2) Increase of salary to £1,050-£50-£1,300 corresponding to the salary of the 1st Deputy Solicitor-General in Scheme "A." No Deputy Solicitor- General has been included under Scheme B."

(3) A new appointment on a scale corresponding with that of the Assistant to the Attorney-General in Scheme "A" whose appointment is on a salary of £520-£40 £1,000.

(4) One new appointment as Legal Draftsman is included. The total cost is approximate and the salaries of the respective officers will depend upon the appointments made. Under Scheme "B" the Legal Draftsman and his Assistants will be attached to the Legal Officer of State and not to the Chief Secretary.

(5) Salary increased from £1,550 to £1,600 in view of increased salary recom-

mended by Salaries Commission for office of District Judge of Colombo. (6) New appointment £420-£30-£600.

(7) New appointment.

Note.--Salaries of acting officers and rent allowances under Head Emoluments" and expenditure shown under" Other Charges," i.e., legal expenses, &c., have not been included in the above figures. Scheme "A" does not include clerical assistance, which may be asked for as a result of additional work devolving on the Attorney-General as the Officer of State in charge of the Administration of Justice. In the case of new appointments the initial salaries only have been inserted. Where existing officers are retained the salaries provided for them in the estimates for 1930-31 have been inserted.

N.B. No additional office accommodation will be required.
