22nd November. No. 91. Confidential. My telegram No. 88* and my despatch of 24th Junet. Unofficial Members of Council at private interview with me yesterday expressed readiness to support establishment of Defence Force on general lines discussed in previous correspondence. Question of finance was not raised but it would be of assist- ance to me to know whether there is any prospect of some financial adjustment such as was suggested in my despatch of 24th June. Meanwhile do you approve of definite steps being taken with a view to establishment of Force.

Downing Street, 24th November, 1933. I am directed by Secretary Sir Philip Cunliffe-Lister to invite reference to the letter from the War Office to this Department dated the 6th November, on the subject of the military contribution payable by Mauritius. A copy of this letter was sent to the Treasury.

2. 1 am to inquire whether the Lords Commissioners of the Treasury have accepted the proposal made by the Army Council that the military contribution payable by Mauritius should be limited to the actual cost of the garrison, or to 5 per cent of the revenue, whichever is the less.

3. Assuming that this proposal is accepted, Sir Philip Cunliffe-Lister would propose, subject to Their Lordships' concurrence, to telegraph to the Governor of Mauritius in the terms of the accompanying draft¶.

Treasury Chambers, 4th January, 1934. I have laid before the Lords Commissioners of His Majesty's Treasury Mr. Cowell's letter of the 24th November, 1933*, further relative to the military contribution payable by Mauritius.

In reply I am to request you to inform Secretary Sir Philip Cunliffe-Lister that my Lords are prepared to accept the proposal made by the Army Council in their letter of the 6th November, 1933†, that the military contribution payable by Mauritius, on the termina- tion of the present arrangement on the 30th June, 1934, should be limited to the actual cost of the garrison, or to 5 per cent of the revenue, whichever is the less.

With regard to the telegram which the Secretary of State proposes to send to the Governor, My Lords would raise no objection to the association of Their view in this matter with that of the Army Council if Sir Philip Cunliffe-Lister considers that it would be likely to assist in the settlement on the lines contemplated. In that event the ninth line of the draft telegram might read "War Office and Treasury have been unable, etc.".

No. 5. Confidential. My telegram No. 94. I have made strong representations to War Office in favour of revision of basis of assessment of military contribution on lines based on your Secret despatch of 24th June§ but suggesting a contribution based on pay- ment fixed for a term of years. War Office and Treasury have been unable to accept the proposal which they regard as a departure from principles accepted for many years. They are, however, prepared to agree to limitation of contribution to actual cost of garrison. I trust that question of Defence Force can be treated independently of question of military contribution. In view of improvement in financial position of Mauritius I see little prospect of obtaining further substantial concessions in regard to military contribution on grounds of financial stress. I trust that you will find it possible to secure consent of Council to Defence Force proposals without giving any undertaking as to further reduction of military contribution.
