Keeper's property States that all unofficial Members of Council and Committee of Straits Settlements Association agree that conditions disclosed are appalling, that action recommended should be taken at once, and that immediate publication is essential. Requests sanction to publish now and will submit proposals without delay. Is prepared to support Committee's proposals Agrees to publication of Report. Legislative Council should be informed as soon as possible substance of remedial measures it is proposed to take, and it should be made clear to them that proposals have not been submitted to Secretary of State, who must reserve full judgment.
