PRESS Communiqué.

THE Special Commission, which is to report on the working of the Constitu- tion and to consider proposals for its revision, is expected to arrive in Ceylon on the 12th November, 1927, and to spend about two months in the Island.

It is anticipated that the Commission will sit first in Colombo, and will later visit Kandy, Jaffna, Batticaloa and Galle.

Associations and individuals, who wish to make representations to the Commis- sion, are requested to forward their names to the Colonial Secretary before the 15th September. Written representations may be forwarded for transmission to the Commission.

If it should be desired that any such communications should be transmitted to the Commission unopened, they should be sent under sealed cover addressed to the Secretary of the Commission on the Constitution, c/o the Colonial Secretary's Office, Colombo. Such communications, if received before the 15th September, will be transmitted to the Commissioners in England before they embark for Ceylon. The sender's name and address should be given in a covering letter addressed to the Colonial Secretary, and should also be marked on the envelope addressed to the Secretary of the Commission. It is suggested that Associations and individuals who are unable to prepare their full statements before the 15th September should forward by that date brief summaries for transmission.

WITH reference to my Confidential despatch of the 19th September, 1927,† regarding the Memorial prepared by the Executive Committee of the Kandyan National Assembly for submission to His Majesty the King, I have the honour to forward herewith for your information a copy of a letter dated the 9th September, 1927, addressed to the Colonial Secretary by the Joint Honorary Secretaries of the Kandyan National Assembly, together with a copy of the reply which has been sent

thereto.

2. I now suggest that the Memorial, which I sent to you with my despatch under reference for the confidential information of Lord Donoughmore and his colleagues. should be officially referred to the Special Commission for its consideration.

28th September, 1927, WITH reference to your letter of the 9th September, I am directed to state that that it was understood by Mr. Fletcher, on the occasion of the meeting at Kandy of the 16th August, that your Association were content to refer the matter of their Memorial to the Commission which is about to visit Ceylon, and that they did not desire that it should, in the meantime, be submitted to His Majesty the King.

2. The Memorial has accordingly been forwarded through the Secretary of State for the Colonies for the consideration of the Commission, and your Association will perhaps agree that no further action is at present necessary.

THE SECRETARY OF STATE to THE GOVERNOR.

I HAVE the honour to invite reference to Sir Hugh Clifford's despatch No. 111 of the 22nd February,* submitting a draft Order in Council reproducing the substance of the Ceylon Legislative Council Order in Council 1923 with certain formal amendments which are considered desirable.

2. Consideration of this draft was deferred owing to steps being taken at the time for the appointment of a Special Commission to report on the Constitution of Ceylon, and it has not since been possible for my Legal Advisers to find time to examine the draft fully. At the present date it would probably be advisable that further examination of the draft should be deferred pending the conclusion of the labours of the Special Commission.t. You will, no doubt, inform me in due course, whether you wish to suggest any further formal amendments of the Order in Council apart from such general changes as may be recommended by the Special Commission. 3. Opportunity has been taken to print the draft Order in Council submitted in Sir Hugh Clifford's despatch, and I enclose for convenience of reference three copies of the print.
