THE definition of "Indian" in Article 3 follows the suggestion made by the Ceylon Indian Association in their letter of 7th March, 1924 ((2) in file 6151/24). A full discussion of the position will be found in a letter dated 4th March, 1924, from the Indian Association of Ceylon, in the same file.

Article 28 (1) (d) extends the literary qualification of Indians for registration as voters to any Indian vernacular language, but requires ability to speak and under- stand English, Sinhalese, or Tamil. Executive Council on 17th April, 1924 (Petition file No. 478 of 3rd March, 1924), decided that, as Indians are given the right to vote in the territorial electorates, it was essential that they should know Sinhalese, English or Tamil. The new provision has accordingly been made appli- cable to voters for the Indian seats only. Article 33 empowers any registering officer for the Indian Constituency to seek the advice of one or more Indians residing in his registration district.
