11, Adam Street, Adelphi, W.C., September 17, 1897. I have obtained a detailed estimate from Messrs. W. Macfarlane and Company, and have compared same with the Colonial estimate, putting down in pencil against each item the Colonial estimate for same. In many cases the price is very little more than the Colonial estimate, but the Colony have in my opinion under-estimated the wrought iron in roof and as regards the items in Messrs. Macfarlane's detailed estimate, I cannot check the cost of patterns, extra mouldings and extra metal, fittings, time, smiths' time, and materials and waste, as they alone have the requisite data for such estimate, and I do not see what else can be done than give the order to Messrs. Mac- farlane. There is no doubt that there is a good deal of extra work to be done, in the way of special patterns, cutting and fitting, and the packing also must be carefully carried out.

11, Adam Street, Adelphi, W.C., April 6, 1898. This indent was in the first instance attended to by yourselves, but, after receipt of the tenders, you forwarded them to me on the 10th September for my report.
After correspondence with Messrs. MacFarlane and Company, I reported upon the subject on September 17th.
To show you the difficulty experienced with this contract I refer you to my report of October 6th, and to the letter from Messrs. MacFarlane and Company, which I enclosed therewith; press copy of which I enclose.
The only explanation which I can give as to the cause of the excess in cost com- pared with the Colonial estimate, is the meagre information furnished and the want of detail of the small scale tracing, for work of this character, sent with indent, and that the cost was much underestimated, probably caused by taking the price from Messrs. MacFarlane and Company's catalogue, and not allowing sufficient amount for patterns, cutting and fitting the parts together and the time occupied in doing so; also the cost of packing, packing cases, &c.
