taking with, for, by or against any native chief, or band of natives, not being a State within the meaning of the Foreign Enlistment Act, 1870, is liable to penal servitude for life.
70.-Inciting to Mutiny.
C. 41.
Any person who, for any traitorous or mutinous purpose, A. 82. endeavours to seduce any person serving in His Majesty's B. 81. naval or military forces from his duty and allegiance to His 37 Geo. 3, Majesty, or to incite or stir up any such person to commit any c. 70. traitorous act or mutinous practice, is liable to penal servitude for life.

71.—Trading with Pirates.
Any person who knowingly trades with a pirate; furnishes A. 106. a pirate with ammunition or stores of any kind; fits out a B. 107. vessel with a design to trade with, supply, or correspond with 0.80. a pirate; or conspires or corresponds with a pirate, is liable to

A pirate in this section means any person who is punishable as such by the law of England.
72.-Sedition.
A seditious intention is an intention-

(1) to bring His Majesty or the Governor in persou C.52. into hatred and contempt; or
(2) to excite disaffection against His Majesty, or the c. 8, s. 1. Governor in person, or the Government and Constitution of the United Kingdom or of A.B. as by law established, or the Executive Council of A.B. or the Legislative
Council of A.B., or the administration of justice; or
(3) to excite His Majesty's subjects to attempt to procure otherwise than by lawful means the alteration of any matter in A.B. by law established; or
(4) to raise discontent and disaffection amongst His Majesty's subjects; or
(5) to promote feelings of ill-will and hostility between different classes of His Majesty's subjects:
provided that no one shall be deemed to have a seditious
intention only because he intends in good faith; (a) to show that His Majesty has been misled or mis. taken in his measures; or
(b) to point out errors or defects in the Government or Constitution of the United Kingdom, or A.B., as by law established, or in the administration of justice, with a view to the reformation of such alleged errors or defects: or to excite His Majesty's subjects to attempt to procure by lawful means the alteration of any matter in A.B. by law established; or
(c) to point out in order to their removal matters which are producing or have a tendency to produce feelings of hatred and ill-will between different classes of His Majesty's subjects.
Seditious words are words expressive of a seditious in-
tention.
A seditious libel is a libel expressive of a seditious intention.

A seditious conspiracy is an agreement between two or more persons to carry into execution a seditious intention.
Any one who speaks seditious words, or publishes a seditious libel, or is party to a seditious conspiracy, is guilty of a mis- demeanour; or, if he has previously been convicted of any offence under this section, he is guilty of a felony.
73.—Unlawful Drilling.
If any persons are assembled for the purpose of training or drilling themselves, or of being trained or drilled to the use of arms, or for the purpose of practising military exercises, movė. ments, or evolutions, without lawful authority,
any person who is present at or attends such assembly for the purpose of training or drilling any other person to the use of arms, or for the purpose of practising military exercise, movements, or evolutions; or
any person who at such assembly trains or drills any other person as aforesaid;
is guilty of a felony.
And any person who, without lawful authority, is present at or attends any such assembly for the purpose of being trained or drilled to the use of arms, or for the of practising
purpose military exercises, movements, or evolutions, or is so trained or drilled, is guilty of a misdemeanour.
74-Interfering with the Governor or the Executive
:
Council.
Any person who intentionally does any act calculated to interfere with the free exercise by the Governor personally, or the Governor in Council, of the duties or authority of his offic is guilty of a misdemeanour.
